Import RmtHI driver

Browse Source 
Pull the RMT High-priority Interrupt driver in to a vendored local
library, pending inclusion in upstream NeoPixelBus.

Driver is enabled only for XTensa chips; there's some unresolved
issue with nested interrupts on RISCV.
